With my email client, I can receive email but I cannot seem to send email. What can I do?

SYMPTOMS

When I try send emails I get the error:

The connection to the server has failed. Account: 'your_account', Server:'your_SMTP_server', Protocol:SMTP, Port: 25, Secure(SSL): NO Socket error: 10061, Error Number: 0x800ccc0e

DETAILS

This error usually means that your mail client failed to connect to TCP Port 25 (SMTP port).  The likely cause of this problem are

Your firewall blocks SMTP connection to an Internet Mail Server.  Consult your network administrator for details.
Your Internet Service Provider (ISP) does not allow SMTP connections to an Internet Mail Server.  You will need to configure your mail client to use your ISP's SMTP server.  Consult your ISP's technical support or FAQs regarding SMTP usage.
